Here is part of chapter 3, word for word, as printed on page 25.
Chapter 3 · When must the airline give me cash back, not a voucher?
How it works
- Name what happened. The rule covers two cases: the airline cancelled your flight, or it made a significant change. The DOT says the rule defines "significant change" for the first time. Before, airlines set their own standards, so refund policies differed from airline to airline.
- Check whether the change is significant. A departure or arrival time moved by more than 3 hours on a domestic flight, or 6 hours on an international one, counts. So does a different airport, more connections, a downgrade to a lower class of service, or connections or planes that are less accessible for a person with a disability.
…and 7 more steps in the guide.

That is one of 8 chapters. Each one has its steps in order and a printable page to go with it.
